You should save skill points to max your RM buffs, they take 3 points for each level but most max at 10 (one debuff maxes at 1, it's a requirement for some buffs). As a level 63 rm, I think I've got most of my assist buffs bar about 4 to level 10, a few are maxed, and the RM buff I have so far is maxed.
