WebHoller was a beast. This is what worked for me. First chance you get you hit him in the head with either a toxic bolt or a full clip of the rifle. You need to get his helmet off. When his helmet is off, use only the crossbow with toxic bolts, hit him once in the head, then he's going to turn to the side and grab a chunk of concrete to hurl at you.
